Harrow View East, Harrow, London, Public Art Strategy

L&Q Group has commissioned FrancisKnight to develop a comprehensive public art strategy for Harrow View East.

Harrow View East is a vibrant new development located on the site of the former Kodak Factory in Harrow, East London. L&Q Group, a leading housing association and residential developer, is delivering this project in four phases, providing 750 new homes.

These new homes will allow local families to stay in the area while also welcoming new residents to establish roots. The first phase will include the majority of non-residential facilities, regarded as an extension of Harrow and Wealdstone High Street.

Artist, Tom Pearman, has been selected as the lead artist for this project. Tom will collaborate with FrancisKnight and the design team to develop the public art strategy and concept designs for the development at Headstone Road, Harrow, London. This strategy will comply with S106 obligations to discharge a public art condition.

Tom Pearman is renowned for his commissioned-based public art that explores architecture, design, and creative, collaborative approaches to enhancing our built environment. His work spans a variety of formats and scales, from large architectural glass works to screen prints on paper and concept furniture. Employing a rich diversity of mediums such as glass, concrete, plastic, photography, and vitreous enamel, Tom has delivered and exhibited numerous exciting and engaging contemporary projects.

Tom’s work in the public realm involves collating, interpreting, and presenting various narratives and information. Sometimes the outcome is an interpretation of the collected material, and other times that information is a core component of the artwork itself. His expertise and innovative approach will significantly contribute to the public art at Harrow View East, ensuring it resonates with the local community and enhances the overall environment.
